The Board sent all members the following recommended change. New text is in BOLD, deleted text is in strikethrough .
GovDocCmte note: Changes reference to Special Meeting agenda since the Special Meeting’s agenda is covered earlier in Article V Section C.
Article V Section H. Order of Business. The order of business of all meetings except Special Meetings of the Members shall include, as far as practicable, the following: 1. Roll call and certification of proxies and verification of quorum; 2. Proof of notice of meeting and collection of waivers of notice; 3. Reading of Minutes of preceding meeting; 4. Reports of directors and officers; 5. Reports of committees; 6. Election of directors, if necessary; 7. Unfinished business; 8. New business; 9. Forum for Members’ questions/comments; and 10. Adjournment.

I don't understand the reasoning here. Is it because for Special Meetings of the Members none of the items 1-10 relate? Can someone please explain?

I believe the attempt here is to say "SPECIAL MEETINGS" have their own order of Business.
This is confusing since Article V (C) does have an agenda for Special Meetings, but it does say " Notice of any such Special Meeting shall state the hour, date, and place of the meeting and shall further precisely state the reason of such meeting, and said Special Meeting held shall be strictly confined to the matters set forth in the notice."
So I guess it means the notice sent out for the meeting constitutes the agenda and items listed in the special notice will be all that is discussed/voted on and it will happen in the order presented in the notice.
I think this add's to much confusion and is not necessary, or is it is necessary simply have Special Meetings in a second separate sentence. That sentence could State "Special Meetings shall be limited to topics presented in the notice/call for Special Meeting and action will follow the order items are listed in the notice to Members"
Am I making this even more confusing???
